About Project

Support in establishing the National Academy of Public Administration is the project conducted by the Academy in cooperation with the IBF International Consulting with financial assistance of the European Union. Defining the operational framework for the operation of the Academy, i.e preparation of the bylaws necessary for establishing the effective system of professional development in public administration and internal procedures of the Academy are the focus of this project.

Main project objective:

Establishing a modern system of professional development in public administration.

Specific objective:

Support in establishing the National Academy of Public Administration by defining a comprehenisve framework for its future operation.
This 10-month programme (April 2018 – January 2019) is created to provide support to the Academy in conducting requires analyses and preparing the following documents:

  • Rulebook on internal organisation and systematisation of job positions based on the analysis of the legislative framework, functions of the Academy and competeces necessary for performing such functions;
  • Internal procedures, directives and other internal enactments governing the issues of importance for the staff, as well as the internal communication, financial management and information technologies);
  • Bylaws deriving from the Law on the National Academy of Public Administration and other relevant laws (e.g. the laws governing the issues of importance for professional development of civil servants and employees working in autonomous provinces and units of local self-government);
  • Strategic documents for introducing and developing the system of financial management and control;
  • Documenting/mapping business processes in accordance with the digitalisation principles

  • Risk maangement strategies;
  • Priority fields of funding (including the sructure of the programme budget, defining the programme objectives and programme activities and suitable indicators);
  • Programme budget for 2019, including the middle-term budget plan (2019-2021)
